Vice-President of Development, Grants and Capital Funds
Status: Full Time, Annual Salary

Our primary function is in the area of rental property management, real estate development and social services for low to moderate income households.
Responsibilities:
Under the leadership/coaching of the President/CEO and according to established procedures, provides hands on managerial and technical leadership to assure that all Lakeland Housing Authority, affiliate and related properties and facilities are properly operated and maintained at all times. The incumbent works to expand affordable housing stock and funding resources through a variety of initiatives including public/private partnerships, mixed financing options and community development activities, supervises/coordinates purchasing and contracting, maintenance, housing management, property and asset management and other activities associated with the efficient and effective operation of real estate owned and operated by the Authority and various related entities. - Provides oversight and leadership to all facilities maintenance, grant administration and affordable housing development activities.
- Monitors and coordinates development review and other projects including documents and agreements. Provides strategic vision for and oversees and directs long-range planning activities spelled out in the adopted Agency Plan.
- Monitors land use and other trends, new state statutes, municipal government practices, standards, regulations, and other factors for changes that may impact LHA.
- Performs all basic due diligence work on potential sites deemed generally viable for development purposes. Due diligence review includes reviewing preliminary title reports, evaluating infrastructure review with local public works, and building officials, estimating market values through comparable sales analysis prior to appraisal, and assessing ability to obtain entitlements for contemplated projects in the context of local general plan and zoning designations.
- Works with the President/CEO and the LHA Broker of Record to negotiate terms and specific language to be included in purchase and sale agreements as well as monitoring key performance dates under agreements once a site is under contract to purchase.
- Manages seller relationship through closing.
- Obtains public approval by developing and implementing community acceptance strategies, giving public presentations on behalf of the project.
- Ensures that local approvals and neighborhood acceptance of proposed housing development projects occur, including submitting use applications, and attendance at hearings and neighborhood meetings. - Identifies and cultivates relationships with for-profit developers.
- Works with other organizations within the housing development, healthcare, and religious communities to create opportunities and support for low-income housing development.
- Assists in identifying and evaluating new financial partners.
- Represents at targeted industry conferences and seminars.
- Serves as organizational representative to housing organizations, public agencies, financial institutions, and community meetings. Advocates for affordable housing by giving public presentations, participating in community and public policy groups; attending conferences, and staying informed of public policies affecting affordable housing.
- Attends mandatory training.
- Develops policies, plans, and programs to produce affordable housing by means of new construction or rehabilitation of existing units including but not limited to the Capital Funds Program and other grants.
- Analyzes mandated laws, regulations, and programs to determine feasibility of affordable housing and maintenance projects.
- Identifies funding sources for maintenance and affordable housing development and provides technical expertise regarding funding packages and programs, including but not limited to tax credits, tax exempt bond financing and HUD funding.
- Inspects and oversees inspection of building, grounds, equipment, inventory, and work in progress, including preparation of change orders, time extensions and similar.
- Coordinates with architects, engineers, community partners, city officials and others to plan evaluate proposed and ongoing maintenance, construction projects and housing developments.
- Directs, plans, develops, organizes, implements, directs, and evaluates the Authority’s Development and Modernization functions and performance.
- Oversees all staff functions and operations of the Development and Modernization Department.
- Plans, manages, and monitors the Capital Fund Program for the Authority.
- Establishes project objectives; establishes initial development and modernization concepts, plans, and financing; assembles and manages appropriate internal and external development team(s).
- Conducts studies necessary and appropriate to the projects and integrates these studies into development plans and proposals.
- Manages all phases of development and modernization projects, including land purchase and/or partnership, project concept, planning and development, rehabilitation, administration, financing, community management, and marketing.
- Manages development of assigned projects; from conceptual design through construction completion and lease-ups, if appropriate, including management of Architect and Engineer, General Contractor, and other third parties required to deliver the completed project.
- Ensures compliance with and develops updates, and modifies procedures, policies, budgets, and methods as needed.
- Work with outside contractors to facilitate full implementation and compliance with grant objectives.
- Prepares and maintains periodic reports, records, and files in a professional and timely manner.
- Ensures that policy, procedures, rules, regulations, and laws are followed.
- Supervise completion of Capital Funds budgets in EPIC and eLOCCS submissions.
- Provides leadership and supervision of all housing and property management functions.
- Ensures compliance with and develops updates, and modifies procedures, policies, budgets, and methods as needed.

- Assist President/CEO and Senior Vice-President of Housing with annual Budgeting and Forecasting.
- Coordinate and supervise the year end audit and FDS submissions.
- Perform special projects and research as directed · Will procure and maintain continuous insurance coverages of all LHA assets.
- Keep insurance current by completing applications on insurance renewals.
- Review insurance policies to insure agency compliance.
- Ensure timely submittal and payment of premiums.
- Maintain and keep updated agency insurance data and provide statistical reports.
- Respond to partners and department needs for EOI’s, COI’s, policies, Declaration Pages, and proofs of insurance.
- Ensure timely claim submittals and follow-up.
- Perform other duties as required by the President/CEO.
Qualifications:
- Bachelor’s degree in business administration, Building Construction, Finance, Public Administration, Planning, or Engineering or equivalent experience in related fields.
- 5-7 years of experience as a senior executive in public housing, local government, or business development.
- 5-7 years of experience in managing multi-unit housing development and maintenance.
- Knowledge of GASB and fund accounting preferred but not required.
- Ability to manage multiple priorities; attention to detail; ability to analyze and resolve problems.
- Advanced Microsoft Excel skills; proficiency in Microsoft Word.
- Experience with tax credits and public housing financial reporting preferred.
- Experience working with Accounting software; Yardi experience is a plus.
- Excellent written and verbal communication and interpersonal skills.
