 FINANCE DIRECTOR

Under the general leadership/coaching of the Vice President of Administration the individual selected will develop, plan, and manage the Authority’s financial and administrative functions. Activities include financial and fiscal management of budgets, financial statements, and funding source reporting as well as administrative operations for the Authority including personnel, risk management, purchasing, accounting, and payroll, and information systems technology.

Individual selected will serve as a member of the Authority’s senior management team and will provide expert professional assistance to Authority management staff in administration and fiscal management and perform related work as required.   • Receives administrative direction from the Executive Director and Vice President of Administration. 
  • Provides administrative direction to professional staff and general direction to administrative support staff. 
  • Oversees and participates in the Authority’s budgetary and fiscal activities, including investment and budget development. 
  • Manages the administrative services and personnel management divisions of the Authority, which includes information systems, payroll, and employee benefit administration, purchasing, risk management, insurance, and related operational services. 
  • Supervises and oversees day-to-day operation of the Finance Department, including AP, AR, Fixed Assets, Payroll, GL, grants management, recording and reporting of Partnership activities, etc. 
  • Prepares periodic reports in a timely manner, including, but not limited to, monthly income statements, monthly balance sheets, monthly cash flow statements, regular FDS reports, and grant reports as appropriate. 
  • Provides oversight of third-party firm during annual preparation of the audits and taxes for the Authority and its affiliates. 
  • Oversees Finance staff in preparation of weekly cash flows, payable reports, and payments to vendors. 
  • Assist Vice President of Administration and IT vendor with implementation of new Authority-wide software and management information systems. 
  • Aid Vice President of Administration and IT vendor with upgrade and/or enhancement of existing Authority-wide software and management information systems. 
  • Performs budgeting and forecasting, including multiple basis allocation system. 
  • Assist Vice President of Administration in obtaining financing for the Authority’s development initiatives. Tasks include but are not limited to creating operations and development budget proformas for housing tax credit applications, determining feasibility and viability of proposed development initiatives, and participating in monthly, quarterly, and/or annual meetings with local and state agencies. 
  • Assist Vice President of Administration with oversight of various grants received by the Authority, its instrumentalities, and/or affiliates. 
  • Analyzes mandated laws, regulations & programs to produce affordable housing development activities. 
  • Assists in identifying funding resources for affordable housing development and provides technical expertise regarding funding packages and programs, including but not limited to tax credits, tax exempt bond financing, and HUD funding as well as any other funding sources available. 
  • Recommends updates to procedures, policies and methods as needed. Ensure that written policies and other financial controls are consistent with ongoing enhancements to the Authority’s various software and management information systems. 
  • Ensures that policies, procedures, rules, regulations, and laws are followed.

  • Bachelor’s Degree in Accounting or related field preferred 
  • 5-7 years’ experience with not-for-profit or governmental public agency preferred 
  • Experience in real estate analysis preferred 
  • Strong background in fiscal management preferred 
  • Certified as Section 8 and Public Housing Financial Manager within 6 months of hire 
  • Able to be covered under a Fidelity bond.

From $2,366.40 - - - To $3,313.60 | Bi-weekly Salary
