REQUEST FOR QUALIFICATIONS For DEVELOPER PARTNER

The Housing Authority of the City of Lakeland, Florida (also known as the “Lakeland Housing Authority” or “LHA”) is inviting Developers with extensive experience in the fields of urban redevelopment and master planning to submit statements of qualifications for a vast array of comprehensive services related to the master planning and redevelopment of a various LHA-owned and/or controlled properties.  The successful respondent must demonstrate the ability and experience to implement a large scale, comprehensive, mixed-finance, mixed-income, and mixed-use revitalization plan that includes both residential and non-residential uses including commercial/retail, offices, community facilities, etc.

The redevelopment services under this solicitation shall be specific to WestLake Apartments--a 120 unit public housing community on a 14.29 acre site which also consists of: an administration building, three portable storage sheds, a basketball court, and associated asphalt parking and driveways.  Upon successful or substantial completion of the WestLake redevelopment effort, other properties owned and/or controlled by the LHA may be offered for redevelopment.

It is the intent of the LHA that the Developer Partner will, after completion of construction, serve as property manager for the new development for a period of two to three years.  After this two to three year period, the Developer Partner will turn management of the property over to the LHA or its ownership entity.
